Suggestions for painting over surface rust

Happy Friday to everyone. I have the rear axle out of my '49 PW, and figured this would be a good time to paint it, while I have easy access. Not looking to give it a pro-looking job, just make it all black for better appearance and protect from rust.

It has surface rust and a little pitting where the spring u-bolt clamps attach. I've sanded the loosest part of the rust and old paint, but there's surface rust left over large areas that would take forever to sand.
Even a wire brush on a drill will take longer than I would like. Is there something I can purchase locally that will paint over the surface rust, and over top of the old, leftover old paint that remains in many areast? I don't have a paint gun and don't want to buy one or mess with it. Spray paint is preferred, or I could go with brush-on paint.

I don't mind taking time to prime first, and if it would help, I would consider phosphoric acid or other converter.

I want to be done with it this weekend.
