Hi Jim,
Like Steve Kaegi said, you need to be able to see the timing marks. They are at best faintly scratched into the edge of the pulley and you need to get a white mark at your desired degree. No way around that. If you can get your arm down there with some sandpaper and clean the rim of the pulley until you get to the marks, thats all you need to clean. Then maybe reach in with a thin artist brush and give yourself a small dab. If the lines are pronounced enough you could smear the paint on and wipe it off with your finger or a cloth leaving it in the grooves of the lines.
