The H3 hummer has a faulty security system that periodically does not recognize the key in the ignition. When the H3 fails to start if the lock out light is flashing on the dash it means you have set off the security system and it will not start for 5 mins or more. This problem is so common that there is a bypass kit you can buy to eliminate this security feature. You remove the passenger kick panel and install the bypass into the wiring harness. Or you can tear the steering colum apart and repalce a bunch of stuff and GM informed me it still might not fix the problem.
