dual master cylinder question

My 1968 W300 has vacuum brake booster with a dual reservoir master cylinder. It sits a lot because about all I do with it is plow snow and haul some firewood now and then.
After sitting for most of the summer I moved the truck and upon applying the brakes, the pedal went to the floor. I checked the master cylinder and the front reservoir was empty, while the rear was full, but still no brakes. My understand about dual reservoir MC was that if one reservoir failed you should still have brakes. Is that true or false? Thanks for your thoughts.
