Why are springs sometimes wrapped?

I've seen where the leaf springs were wrapped in cloth or paper or something. The first time I saw this, I thought it was left over masking from painting. But then I saw another vehicle with wrapped leaf springs. So I guess its a thing. What's the story on that?
