It's not rocket science just common sense
T137 PW wheels index off the bolt circle not the center hole so you must check wheel run-out while it is mounted and torqued to the hub. So if you (or someone) wants to "true" the tire when it is not mounted on the hub they don't even know how tire and wheels work.
