Star washers, what's their story?

I'd always assumed star washers were for maybe giving a grounding strap a little more bite. I really don't remember seeing many on modern stuff. A few here and there but not a lot. They seem to be used all over on this Carryall. What were they being used for? Some sort of lock washer? But then I see lock washers here and there.

Why were they so common back then? And, what makes one choose to use one, in place of another type washer or no washer at all?
