That's correct Matt, but if the surface is in such poor condition I would expect the seal to wear faster and possibly start to weep. I've found with the older rope type seals even when fitted correctly there's always some (minor) weeping within a short time. I haven't had any trouble with the bolt on type as long as they're correctly fitted.
