It seems that a 40lb swing in pressure is normal for the Cummins B series. That is running 15-40 wt oil and with a combination of revs and heat. Under 10 psi is the minimum pressure.
No clue as to what causes the swings in pressure when off road - I was on a SAR call in the truck yesterday and the road was rough but no where near what I would consider excessive - and the needle was whipping back and forth at times.
