VC 2wd? VC military? Which one?

There are several:

VC 2wd pickup is the same as 39-47 2wd pickup.
VC 2wd panel is the same as 39-47 2wd panel
VC-1 and VC-2 are specific to those command cars
VC-3 and VC-5 are specific to the 4wd pickups
I'm assuming you aren't working on a VC-6 carryall.

The 2wd fenders have a smaller wheel opening than the 4wd military fenders. The 4wd military fenders also have the wire in the edge so it'd be a lot of work to make a 2wd fender look right on a 4wd.
