I drive 18 wheelers.
In winter we have brake shoes freeze to the drums all the time.
In warmer weather they do the same thing.
Not from ice but from rust in the drum surface. Not uncommon.
Im actualy in Kilgore tx. this week and took the truck {tractor} to lunch and pass/rear didn't want to release.
