Sounds like it's sucking air at some point between the end of the pickup tube and the pump. Loose fitting or a hole in the pickup tube, could be. It does take awhile sometimes to get fuel flowing. Probably unsafe for some reason but I used to tape a bag over the fuel-fill and put a hole in it with an air hose to pressurize the tank and force fuel down the line into a bucket. Lately I've used an electric pump to prime and test for leaks then took it out and let the mechanical pump do its thing. That worked better.
