fuel troublshooting gas to fuel pump

I think I have two issues. Just installed my tank that was boiled and repaired 3 years ago and sitting in the shed. Good news, the sending unit works. I can blow air in from the gas line disconnected from the fuel pump and hear it bubbling in the tank so I know it is clear. The gas has not reached the pump after cranking for quite awhile. If I run a short hose from the pump to a container, the pump sucks it right up and discharges it out the line to the carb. Should the pump pull the gas out of the tank on it's own? Fuel pump is new but on the engine for a couple of years.
