I think the wavy ring is an expander that puts more tension on the rings and with the expander spacer it's placing more drag in the cylinder making it harder to turn. I've used one piece rings with expanders under them in small engines and they are definitely harder to turn during assembly but free right up once the engine starts and runs for a while. I wouldn't think it would be a problem as is, would just make a first startup a little harder. When you are ready to start it, pour a little gas down the carb to get it going.
