drum diameters a tad different - shoe on the light side has less surface contact area
friction surfaces are different - one is smoother than the other
air in line
try jacking up the front end till tires are off the ground, gently apply pressure until the side that has the best brakes has some friction - go to the other side and see what you have. If it is easier to turn what happens if you reduce that sides clearance by 1 or 2 thousands?
