After a lot of head scratching we found the problem - I had the wire from the battery swapped with the wire to the unswitched fuse box (both are red 10ga). The battery wire landed on the same post as the key switch and accessories. Which explains why the meter moved (the wrong way) when the constant-on accessories were on, and nothing when the switched accessories were on.
Once the wires were switched everything operated as it should. I feel better now!
