One problem I have seen is over tightened pan bolts bulging the pan flange at each hole, towards the block. That leaves 'loose' areas between each bolt, creating places that can leak. Check each bolt hole and flatten any that are bulged. Apply thin layer of silicone on both sides of gasket,and torque to proper specs.
