Why would someone scrap a driving rig? My guess is to settle an estate in a hurry. I have seen it happen. The poor old guy passed away, the only and well to do son, also the executor of the will, lived 2500 miles away. He came to the funeral, then went to the house, he took some pictures off the walls, and picked up a few small items. He made a deal with the neighbour to take anything he wanted, then call in a dumpster, and get rid of the rest of "the stuff."
Regarding the big scrapyard policy. For several decades now, I have suggested that big business is not geared to deal with small business. In the 1980s as an electrician I worked on the construction of both of the two big nuclear hydro electric sites in the east end of the GTA (Greater Toronto Area.) I left there in March 1987, which was at the peak of the number of employees on site, 6600 to 6700. Can you imagine the amount of scrap metal and lumber that was produced on a regular bases. But they would sooner pay a big scrap company to come in to remove it than deal with employees, or locals, for bits and pieces. Liability is such a big issue these days. Besides that on a 1980s $22 billion budget, a few dollars for scrap wouldn't even buy the salt for the peanuts.
