I had stuck valves with a slant six, so slightly different, as I was working on the stem end. I soaked the shafts with Marvel Mystery Oil, PB Blaster, ATF, Rislone and whatever else, several times a day and let it sit for several days. Then whack on the shaft (rocker) with a rubber mallet gently down down like a nail until it was down and open, then one more whack and it would pop up. Do it all over again many times for a couple of weeks. This would require for the piston to be down!! Once they were loosened up I would start it and pour ATF down the carb for awhile. Primitive, cave man, ya, but it worked. My problem was bad gas as it had sat for a long time. Started on the second crank with good gas after 10 or more years and I drove it home as the brakes worked!! And that 64 TW is out there somewhere hauling motorcycles around.

Not that I have tried this, so don't know... with a flathead, pull the head and do the same soaking procedure and whack on the valve face. I would think you could get the lubes to the shafts with the valve up, yes? If it goes down then rotate the crank till the cam pushes it back up, rotate more for clearance and do it over and over.

Just an idea mind you. Last time I had the head off of a flathead, I was 14 during the Cretaceous.
