Vacuum is created by the engine sucking. That restrictor would restrict incominmg air above it, raising the pressure to the accelerator pump via the slots in the gasket.

All it does is cut down the acceleration. And act like a reverse port matching job. Terrible for maximum horsepower. I'd never run one on any street truck. Maybe an ar compressor or generator.

But I'll change my opinion if a couple of you can claim to have fixed an accelerator pump prob on them by going to such a restrictor plate.
