1977 Power Wagon WM300 Dually??

I am looking to buy a 1977/78 WM 300 Power Wagon that used to be a fire truck for the city of San Leandro. I went to look at the truck and it has dual rear wheels, but when trying to research/find another such a WM truck, I have not been able to find another WM300 that is a stock dually.

My question: Do you think that the dual rears are stock or did somebody modify the rear?

Thanks a lot (by the way, I think the truck is a good deal at $4,000.
