The ultimate tool to use is the Miller Manufacturing Oil seal puller that has a threaded cone shaped end which is screwed into the oil seal and the center screw of the tool is then used to pull out the seal, no matter how many years it's been in the housing. I have access to one and it works very time it's tried.
