I don't know how relevant this is now, but when E85 first came out, it was easy to apply for the permit to sell it but impossible to find a compatible dispenser. Apparently one of the oil companies owned the patent and wasn't planning on making any available.
An independent station owner had to wait over a year for the right equipment to come up for sale. He's been selling it now for a long time..
