Hi Jerry. Where you have the two nuts positioned in your photo is causing the spring to do nothing. You need the nuts where your spring is currently and the spring where your nuts are currently.

This way, the spring will be working to always keep the brake pad pressurized against the side of the drum. As the pad wears and the spring becomes loose, just adjust the nuts to preload the spring again and push the pad closer to the drum.

Most of these problems with the alignment are because the passenger side winch shaft support has become bent. It is very rare to find a Power-Wagon where the bracket is not bent from hard pulls from the passenger side.

No shimming required when a good straight support is used.
