When the damper rubber gets bad enough, the outer ring can shift and cause your timing readings to be incorrect when you check them, and they can sometimes cause vibrations, and belt misalignment and wear, and in worst cases, they can result in the pulley coming off altogether and launching itself through the radiator or something else, including bystanders or their cars.
