1: Over current due to a short in the load - like armature-to-case or winding to-winding may only show up under rotation.
2: high resistance due to a bad or loose contact - the wire itself could also be high resistance, but, this is less likely.

With no load, the motor should draw considerably less current than when under load. Thus, it should not be getting hot under a brief test. Something is undoubtedly wrong with it.
