Strange WC3 any one know this truck?

I have never seen a setup like this, it says it was a hawaii truck but that is clearly a cold weather setup plus the bed and cab are now open to each other and the bed has been widended.... very strange.

good price and looks like it is in good shape i wish the old trucks could talk and tell us their history....
