The filter sock needs to come off for a diesel. A sock sucking closed will cause a Cummins to die going up a hill or under heavy acceleration. It will return to function after the suction is eased up.
The return on a diesel should outlet near the bottom of the tank. It's not essential, but it gives it one less opportunity to get air in the system.
