That's exactly how mine was laid down in the basement and garage, only they used wire mesh and fiber cement instead of rebar. Make sure to pressure check lines before pouring concrete and try to plan future partisan walls or any other items that may require anchor bolts-- you don't want to drill or shoot a concrete nail through a pipe. I took a lot of pictures and measurements for future reference.
I like the floor heat but would probably install IR panels and get a used oil burner for heat in a large workshop.
