Based upon the trucks I have owned, Milo and Kaegi are both correct. Some of my early civilian Power-Wagons have had 5/16-14 HHCS with captivated washers, some of my later civilian Power-Wagons have had ACME tread screws. Note that I have owned trucks only from 1947 - 1956 so "early" and "late" are fairly relative.

Of course this doesn't answer your question as to purpose. It may have been a vendor issue. Kind of like why they switched from King-Seeley governors, to Pierce governors, and back again.
