Think about it, the water is converted to hydrogen and water by electrolysis. O2 is released into the air, the hydrogen is used to power the vehicle, recombining hydrogen with oxygen in the combustion chamber creating energy, with side product of water and heat.
The Nikola system uses PV cells for the energy for electrolysis, not sure where your guy gets his energy for electrolysis. Same concept.
