You would be surprised the number of people each year who blame the locks and dams on the Mississippi River for the flooding that can happen on it during any month of the year.
These are roller dams. When the channel is deeper than its needs to be for barge navigation, the rollers get lifted out of the water (Think flood conditions). Even if the rollers were left in the water, excess water behind the dam just flows over the top of the rollers. They contribute zero to flooding.
But your dam sounds like someone misjudged on an engineering decisions somewhere along the way....:(
