are you talking about a remote mounted booster? if so the it should act like manual brakes when not running and you should be getting fluid to the wheels. I would say you have a plugged output port or line on the remote booster or your frame to axle brake hoses are completely collapsed.
see if you can bleed it by loosening the output line on the booster. if fluid comes out good at that point then you have a plugged line or bad hoses
