Bleeding Brakes on a FF with Booster

Hi everyone,
I am trying to bleed the brakes on my '56 FF, the engine isn't in a condition to run yet. I started to bleed the line from the master cylinder to the booster and all the air is out of that line, but the pedal is hard and at the top. I can't get any pressure past the booster input, there isn't any pressure at any of the wheel cylinders. Should the fluid get through the booster without engine vacuum?
