Water Heating vs Exhaust Heating Carburetor

I've been told that some of the Dodge V8s run water under the carburetor rather than exhaust gas to heat the carburetor. This seems like a good idea to me, but how is it done? Is it a matter of changing the intake manifold or the heads?

I ask because my exhaust manifolds do not have the summer/winter valve on them, so I don't know how to control the heat going under the carb.
