As Frank pointed out, the earlier date was for the winter-only pioneer road and the later was finished for all-season use. The movie doesn't make this clear, but it does talk a lot about the Army pioneering the road and civilian contractors finishing it. One interesting aspect of the pioneer construction, I thought, was bridge decking "glued" together by throwing water over it.
