Combat rim break downs

I've been trying to get my WC combat wheels free from 50+years of rubber/steel bond. On one, I loosened up the rim nuts for a little space and left it pressured at 40psi. It pushed the rim out to the nuts and slightly opened the metal to metal bond, but not so with the tire bead--still tight to the rim.
If these babies still have the metal bead lockers inside, a standard tire machine can't push down…

Suggestions ?
