According to the Registry website, the number for Ditzler color is DQE40284 for "Sea Wolf Green" on the 1949 color selection chart. I believe a gray primer/sealer would be suitable as this is a darker green. On lighter colors I would recommend a white primer/sealer.
Paint manufacturer is what is available, and what "flows" to your mixing and spray skills. PPG and Ditzler are great, but tend to be sold in shops that cater to Auto Body shops only. I have recently used the Pro Base automotive paints by Martin Seynour, found at Napa Auto parts, and have been pleased so far with the results.
On a side note, the EPA has been tightening up on Auto Body materials and paint, classifying Bondo dust, empty paint cans, "cookies" ( dried paint at bottom of can) as hazardous waste, disposable in separate hazmat drums as a start, much more to come.
