It's a matter of "Cat" terminology apparently. "High idle" is max no-load speed. I wouldn't call that idling, but fair enough. Now I'd like to know for sure when they say "550 rpm" that means actual RPM at the tach adapter on the hour gauge, which should be camshaft speed, or RPM measured there but converted (halved) to crankshaft speed. Ordered one of those newfangled $10 Chinese laser tachs since I don't have AC power out there so I can't use my trusty Strobotach, nor do I happen to own an official Caterpillar 1950s mechanical tachometer. Or maybe I'll just do it by sound, which hopefully doesn't include the sound of a con-rod coming loose.
