Screws control movement inside the governor. The "low" one does what you'd expect. The "high" one is loose and doesn't seem to do anything and low to modest speed. I'm leery of reving it up much w/o a tach. Red line on these engines is 1600 RPM. I'm also confused because they say to set the low idle to 550 with a tach connected to the tach adapter on the hour meter. That appears to be driven at camshaft speed, which would mean a low idle of 1100 at the crankshaft, and I know a cat idles WAY slower than that. An old cat engine in good condition, which mine isn't, can be dialed down to idle so slowly that you can year each cylinder fire in sequence. I should have marked the positions of the screws before I took the governor apart for cleaning.
