O.T. "high idle" / "low idle" on an old

Any old cat mechanics here who can tell me what Caterpillar had in mind when they said in their 7U D4 engine manual to set the "low idle" to 550 rpm and then set the "high idle" (to an unspecified number) and after doing that, the maximum RPM with the governor control fully forward should automatically be right? There are two adjusters and I would have assumed one set the idle speed and the other limited the max RPM, but instead one is "high idle" and the other is "low idle", with no explanation of what they mean. Maybe everybody just knew what they were talking about back then. I had the governor apart and now I need to set it for maximum safe speed. "Low idle" I just set to the lowest speed where it didn't sound like it was trying to stall out.
