It's encumbered with huge mirrors and fold out indicators, and the sheer shininess of it, and the colour, suggests Swiss army to me.
The front tow hook has been put back wrongly, or rather the bumperette has. The tow hook should be in the same place on the other bumperette, directly over the chassis rail end and in the drivers line of site. I'd guess someone took the bumperettes off for the restoration and put them back on the wrong side.
