I thought about reduced cooling because of the blocked louvers, but remember, there is plenty of room for the radiator air to down between the engine and the frame.
I thought about recommending the louvers in the inner fender panel, but I would be very concerned about sucking water/moisture when driving on wet roads.
How about a snorkel that ran through inner fender and terminated where the fender meets the radiator frame?
