The non-intuitive logic of the on-off-(on) is the first line of defense in the Power Wagon's security system. Having primed the fuel system, he releases the switch to the off position. The truck will start, but he won't get far. This assumes, of course, he gets past the second line of defense: the floor mount starter pedal.
