Hey Alan,the set you have on your 48 is most likely the "Dualmatic" brand of free wheeling hub.These are no longer made as far as I know.On the flat edge of each lever there should be the words "Free" and or "Lock" stamped on them.If not they may have been worn off or are covered by dirt and or corrosion.Both levers have to say either "Free" or "Lock" for each hub to work properly.Good luck
