I have had this happen on a couple of my flatheads. The only way I know that you can get oil into the water of a flathead is through a fine crack or rust hole in the cylinder wall. I think No. 5 is your culprit. Under compression when it's running oil will push through the crack into the water jacket and show up in the radiator. When sitting the crack is to fine to allow enough water to seep back into the cylinder and show up in the oil pan.

If you need to keep going a can of KW Block seal will work for a while. $10.00 a can and follow the instructions exactly. Don't get any on good paint. This temporary fix can work for a year or two as long as you don't over heat the truck. Later as the crack enlarges water will start to show up in the oil. A Franz toilet paper filter will take water out of the oil if you need to keep running.

The long term fix is to sleeve the offending cylinder. No. 5 I suspect. This can be done in the truck with a boring machine. With the variance you have on your compression test I would rebore them all. In which case a total rebuild is likely in order.

With a temporary KW Block seal fix you can get another motor an do it on the side as you keep running.
