... when I first set my truck up. Turned out to be that the governor wasn't adjusted correctly. I found some instructions here someplace, a factory manual, followed them, and it worked fine after that.
It takes a minute to see how the governor works, but I recall that it wasn't hard to adjust one you figured it out.
