You mention that the plugs are very dry. What color are they? If they are very white, then the engine may be running too lean. Even though you just rebuilt the carb, it's possible the air-fuel ratio isn't quite right.

You can also check for air leaks at the carb base and at the base of the manifold, where it attaches to the block, by spraying carb cleaner or other spray that will change the engine rpm while it's running. Or a leak in a vacuum hose or other vacuum-operated device.

I don't know anything about the carburetor used on that engine, but maybe it has a fuel delivery circuit or other feature for wide-open throttle operation that still isn't working properly, despite the rebuild?
