Not a bad idea. I personally leave my drum clutch engaged for the reasons Dave Sherman mentioned, and I count on the locking plates on the pto to keep the lever in place.
The shifting on these winches leaves a lot to be desired. They are awkward at best to operate, usually resulting in a skinned knuckle or two. And if they don't get used frequently, at least keeping the clutch engaged will help to keep some of the rust and corrosion to a minimum.
