Not sure of Hagerty's rationale. Maybe based on recent concours auto auctions, which fluctuate.
It is a matter of personal preference. If you are a purist, then I don't think it matters. If drivability is higher on list, then definitely the 251 with power brakes and steering are nice.
I have a 52 with a non-synchro tranny and the 230. I have driven a 251 truck and the difference was noticeable in power
